With the procrastination example, the sentence containing a transitive verb has a structure OBJECT-VERB. Then, the intransitive sentence has the structure OBJECT-VERB-SUBJECT.
The raise/rise case is structured in a completely opposite way.

When it comes to procrastination, with some tasks it's better late than never!
Let me clarify those examples:
The government raised our taxes. (transitive)
SUBJECT + VERB + OBJECT (taxes)
The sun rises every morning. (intransitive)
SUBJECT + VERB
Nastia procrastinates too much. (intransitive)
SUBJECT + VERB
Nastia puts off her tasks until it's too late. (transitive)
SUBJECT + VERB + OBJECT (tasks)
There - how's that?
